Практически всем землянам в итоге при консервации планеты Земля-3 пришлось переселиться на Венеру-2, многие граждане цивилизации переехали на Венеру сохранив гражданство планеты Земля, что позволило им юридически также сохранить особенности юрисдикций тех государств, которые были на Земле.
На Земле венерианское гражданство было для людей цивилизации, живущих в водных незаселённых акваториях и дополняло основное место проживание людей цивилизации на суше, на Венере с акваторией без суши образовалась противоположная ситуация, большая часть людей из-за одинаковых условий проживания стала гражданами единого планетарного государства Венерианского Совета и только малые группы людей с консервативными взглядами имели гражданства земных стран и компактные культурно обособленные коммуникации.
